all the rajdhani's have the same orange-cream-orange livery-it's just the generator car which is in shatabdi livery. a very annoying piece of work by IR

Neil, those are not wheels. Those are the two cooling fans for the A/C equipment. The two wheels, which can be seen at the front end of the coach are well and truly on the track. The rear wheels are not in the frame of the picture. However, you can see just a tiny bit of the rear wheel bogie.

They seem to have stopped a legit passenger train to fulfill their duties. Most of them appear to be behaving like tourists.

This type of curved flat car / Wagon is basically used to transport Army tanks form Chennai or Khadkai to the North. In the Konkan Rail in the Ro Ro syatem the flat wagon holding Trucks is totally flat. Sunny.
