It is from Valsad Shed. Note the shed marking on the right hand side. One can also notice WR written on the left.

These are KZJ locos, no doubt, but they are regular WDM-2 or WDM-2A locos.

Sure is KZJ and KZJ to my knowledge do not have any WDM3A locomotives
