This is a pre 2003 picture, when ERS WDM 2's used to haul TVC Raj from TVC to BRC. This add seems to have come up all over India, even in Kerala

As per the livery, they indeed are the Garuda class. But Garuda is not a 3A. Its a microprocessor controlled WDM-2A.
