Beats me! I guess it would be one of the smaller foundries which disappeared or got gobbled up by large steel companies.

This is because the curvature of inner tracks is greater than the outer ones. Therefore, the extra pair of safety rails for the inner one. You will also notice that these rails are placed just before the beginning of the curve.
