Abhishek, This is Malaysia. KTMB stands for Keretapi Tanah Melayu Berhad. As you must have seen in the other pictures uploaded, it covers Peninsular Malaysia and also Singapore. It is an MG system, using YDM-4 locos, 34 of which were imported from India.

Yet another guess-I have seen similar carts for carrying human s**t in the 1960s. But Apurva is probably right.
