All these NG trains pass from my school. The line is at a distance of 10 metres from the main gate of my school. We watch these overcrowded trains everyday.

@ Bahadur sahab, sorry, but you stand corrected. That is a half-pant indeed. If I would fold my dhoti or lungi up, I would naturally do it so that the shirt gets 'tucked in' by the upturned lungi. Very difficult to fold my dhoti or lungi with the shirt hanging out.
And going by the style of wearing the dhoti, I would say this fits into the north-Karnataka-Maharashtra territory...

Correction - the person nearest to us is probably not with a half pant but also wearing a lungi - in a folded fashion, as seen in southern parts of India.
