I think that the rear most panto in the combo should be used.

Makes sense to use double collector panto to draw more current for two locos.

I guess this arrangement is being worked out to run MU WAP5 with one panto because with twin panto's the speed gets restricted to 100 kmph as speeds over this will cause oscillations on the OHE and this may damage the trailing panto, thats why they are picking up current from the leading panto or vice versa and using it to run both the locos to get a combined output of 5500+5500 HP. THis will help long LHB rakes to do 140+ speeds as WAP7 is only cleared for 130 kmph.
