The break cables are present at the cattle guard level. Other WAM-4s have in the waist level. Thats why it looks like that.

Also the marshalling of an empty four-wheeler between two loaded bogie wagons is prohibited because it creates a difference in the heights of the wagons which can lead to parting and/or derailments.While this is not strictly applicable here,uniformity of the height must still be maintained hence the filling of water.This also enables the water filled wagons to be used as guard wagons.

An official from LKO DRM office has given the same reason has Rajeev has mentioned. However, as per him some more research is going on this to know the clear-cut or exact reason. For the time being the bosses have put this board as a precautionary measure.
