These locos are originally of Chinese design. DPU 20 = Dahlian Pakistan Universal, 2000 HP(?). Dahlian - the Chinese city where these locos were manufactured. P = stands for assembly in Pakistan. U = universal, i.e., fit for both passenger and freight traffic.
