Even when transported dead, the bumps of the travel could inadvertantly cause the panto to rise, specially if the loco could have some air pressure in the system which could leak into the panto's cylinder. There could be damage to the panto and catenary, even if the loco's isolator is open, on account of to the sloppy contact and bouncing caused by a partially charged air cylinder. Not sure if WCG2's roof insulators can withstand a contact with 25 KVAC.

The only perfect precaution - to physically tie the pantos down, especially in the wrong voltage zone.
