This phot would have been taken in 1940. This I presume based on the ad seen here near the tram for the tamil movie release of Kaalamegam, which indeed was released in 1940.

I think Harish is right. The building dome visible on the top left must be Hotel Picnic. I also have a feeling the picture was taken at a height from the stairs of some FOB. It is not clear from the picture how the overhead wires of the Tram and the train crossed each other ! The "T" indicates the train is going towards Tambaram.

This a recessed flatcar used for carrying oversized loads such as pressure vessels. I've seen one such wagon belonging to BHEL Trichy that carried a pressure vessel for our nuclear power plant till boisar.The cabs at both ends monitor load and its stability. I don't remember correctly but these have very slow allowable speed (around 40 kmph).

I think this location is just opposite to the Chennai Corporate (Rippon) building. The huge, white wall on the right side is the old Central Jail. Also visible is the mosque which is adjecent to the now extended BG platform of Park. The train is actually going towards Egmore and the Tram is heading to Chintadripet. This place now has a FOB.

Rare indeed!! From the looks of it, probably was the chassis for a BG crane as part of an ART - I'm presuming so, by looking at the hut-like structures and also the wheelsets on it at both ends. In all probability it was a self powered crane with bi-directional operability, and possibility haul a tiny payload behind it.
