I have seen such activity in Cochin Refineries yard too. As Harsh said, this must be cleaning itself.

Appu, I have seen this process happening many times only when when there are wagons parked inside the Indianoil area; there was no steam leak when there were no wagons. I had the same impression that the wagons were being steam cleaned before filling.

Yeah, I have added a BCNA wagon. It would have been better (and more clear) if I hadn't coloured the picture - look at the track, for instance.
