Nope, not ICF. Look below the windshield where the 4 red refectors are. You can clearly see 'JESSOP' printed there!

This looks like one of the newer rakes churned out by ICF. Rakes of this design are already under service in Hyderabad, Chennai and Mumbai. The lake of MU cable connectors on the cab face is a sure shot indicator of the same.

Wow I have never seen these before. But looking at the pic, I wnder if its a new rake or cosmetic surgery. case in point is the headlamp assembly.. the regular single beam enclosure retrofitted with twin beams. What say you guys?
