I think thats correct, Jay. I have also noticed it on Diesel locos and got it clarified.

I think the chain is for the manual hand brake. The chain leads into the cab, as you can see. Confirmation is needed.

one can notice the sand spraying tube.what is the purpose of the chain connected to the cylinder-like thing ?...a part of the brake rigging ?
