Closer inspection of the loco reveals the reason for the special livery. It is to celebrate ten successful years of the WDP3A in service - from 1998 to 2008. Other text on the side reads 'Delhi Division' - a notation normally not seen on other locos. Note the TKD shed logo in brass on the side.
