It seems that 19/20 was extended to Dehradoon later. While this Delhi Express is there, the other one, 23/24 Delhi Janata is not there. I guess it was introduced post independence when several Janta trains announced.

19/20 Delhi Express seems to be the precursor of 9019/20 Dehradun Express... oh! yes it had 19/20 code before the advent of long codes.
