This is a departmental rake. It would have gone loaded in the other direction. After dropping off the LWR's it would have reversed without setting the caboose in the right place and is returning now.

I can see some people in the last coach of the rake . Is it a departmental rake on routine maitainence duty? And why is the caboose behind the Pune-3D - any good reason?

I think, this rake is meant for carrying Long Welded Rails.
