During Fog Season , detonators are placed on the railway tracks and they go off when a train passes over them. Though they're not exactly fire crackers they do produce some explosion to act as pre warners.

..and there go all the rules for a toss! I am sure no rule would allow bursting of crackers on a railway track so close to a passenger train!
