Mulky sir, this clearly is for safety as in Kolkata Metro(Not sure of Delhi Metro) lot of people have committed/attempted suicide by jumping onto the rails. This glass partition would serve the same purpose I believe

Similar glass partitions are present on New York JFK's AirTrain and Atlanta airport train too.
