Definitely NG – if this is Barsi Light Railways, the lungi of the one person and the half pant of the other would be appropriate.

Correction - the person nearest to us is probably not with a half pant but also wearing a lungi - in a folded fashion, as seen in southern parts of India.

@ Bahadur sahab, sorry, but you stand corrected. That is a half-pant indeed. If I would fold my dhoti or lungi up, I would naturally do it so that the shirt gets 'tucked in' by the upturned lungi. Very difficult to fold my dhoti or lungi with the shirt hanging out.
And going by the style of wearing the dhoti, I would say this fits into the north-Karnataka-Maharashtra territory...
