I bet this is Sengottai. The hillock behind is the clue. Photo of the same hillock is here:

A HINT: This is a zonal headquarter and this railway at that time was comprising mostly of meter gauge.

Actually the "Assam Type" house behind the tender is a dead giveaway. And the hills in the background suggests it is the Gauhati Goods Yard or New Guwahati as it is known today. Pity I only saw the photo today!
