Was there a camera on the LHF? The LCD panel might be there to give the LPs a better view.

The various analogue gauges of the control stand are integrated into composite TFT panels. This has been mentioned under point # 20 in this document.
Also check point # 39 - the PIXI display mentioned therein is explained on this page.

Medha Servodrives in Hyderabad had this product on their website. Sadly their website is not online - http://www.medhaindia.com/

The roofmounted part may be the Anti-collision device (ACD) sensor - this loco is meant to go on the NEFR route where the ACD system is active. http://en.wikipedia.org/wiki/Anti_Collision_Device

To me, it appears like some kind of dome antenna for wireless (cellular?) communication.

That is a locotrol receiver.
It is used for wireless MU'ing of locomotives.
