Nope... this is an illusion because of the photographer's location and the angle of the shot.. The foreground is actually higher than the background. (Dinesh, correct me if it is wrong)

Actually I did not notice the gradient, as I was concentrating on the frame and the location of the locos and when they would be on the bridge. Since its the ghat going down, the gradient must be downwards, is what I feel.
