I think this type of cap is prevalent in Central Asia. I was presented a similar one when I visited Tajikistan last year. Bright coloured velvet are hallmarks of such caps.

This cap is from Pune's streets picked up from Ravivar Peth. The cap was supposed to be a single Nepali topi , a typical cap from Nepal , but we managed to stich a single crown to it which has given it a different look and the TURRA also goes well with it.

And please its a 50 Rs material not any international one made of VELVET.....

Kudos to the zeal and enthusiam to IRFCA Pune gang, from the cake to the cap for LP. Really DQ b'day has proved to be the biggest single occassion for IRFCA Pune to meet.
