Why would economically good country like Singapore buys second hand locos? Just curious....

Singapore does not own railways, not even Singapore railway station. It is the property of Malaysian Railways.

I was under the impression that YDM4's weren't allowed into Keppel Rd Station because of pollution control norms?

Bharat, All the half-a-dozen passenger (not goods) services I saw were lead by YDM4 locos. They are very much allowed into Keppel Road station.
