What is STA line? Can you please clarify and give details?

Yeah right, Harsh! A train's gonna come on this track at 140kmph na and "catch the slum dwellers by surprise"! Look at the condition of the track.. the train will have to come so slow that even a snail can move out of the way!

If I remember right, the speed on this track is limited to 10 kph
