The arrangement for raising and lowering the panto is different in these locos.The switch in the cab (ZPT)has only two positions-Up and Down.It is the leftmost switch in the following picture: http://www.irfca.org/gallery/Uploads/DSC00155.JPG.html
The control circuits of the loco are programmed in such a manner that only the rear panto can be raised from the respective driving cab.However,a seperate rotary switch is provided in the control cubicle in the machine room by which any one of the two pantos can be raised but this is only for emergencies and not for routine operation.In many locos the control cubicle door is normally kept locked.Hence,there is too much hassle in raising the front panto so the rule has probably been bent or an exemption has been granted for these locos.
