It is the Himachal Express and is regularly hauled by PRABAL locos..The Chandigarh - Lucknow express has a different route altogether.

Sid, which direction is this train going to? If it is towards Ghaziabad, it may be the Delhi-Bareilly express. This train shares rakes with the Himachal express (Una-Delhi). The timing (0919 on the exif data)seems ok and the shadows seem to suggest that the train is heading east.

Hi Abhijit, the train was going towards GZB. Was a little confused when i saw it though because it was heading in the opposite direction of Himachal and it was totally packed too so i guess your guess about the Delhi-Bareilly is right.
