Rohit, no I haven't even heard of Lee Frost, it's just an 'arty' habit I have and can't resist it! I've also read that #15505 had an accident and is to be withdrawn - don't know if this is still the situation?

Hi, are you sure it was Shakurbasti (SSB)? #16636 is a TKD loco (as in 2003) and the livery of this loco is the same as the erstwhile TKD livery.
