No, it is not for passengers to climb on to the platform. It is mainly meant to keep the rails at a prescribed distance from the platform edge. This will ensure the the rails don't move towards the platform, thus resulting in coaches hitting the platform edge.

Thank you very much Shankar. I had posted this same map on May 3,2009 showing status AC conversion as on that date which is in the layouts section of our gallery. Yesterday I updated for Pune-LNL section. hope this map starts showing majority of green at the earliest !!!!
