I think originally there were turqoise liveried WDG-3's at Pune, and are u sure 13040 was repainted back into turqoise?

Lovely shot. Appu, the concrete bridge itself is steel-reinforced and it does not separate steel rods outside to do any more reinforcement. My guess is that these rods are for bolting the modular spans to each other so that they do not get displaced by earthquakes or strong water currents during floods.
