There is a Larsen & Toubro Ltd, Construction Division Cement Products factory at Chitheri, Tamil Nadu at km 3.
- What do they make here? Pre-stressed concrete sleepers and bridge beams? Or possibly tunnel lining segments?
The loco is most likely to be a Ventra diesel hydraulic locomotive. However, L&T also operate a similar SAN model type DL-220BG-FD at their Jharsuguda Engineering Works, Orissa. You would need to read the manufacturer's specification plate located inside the driver's cabin to be able to make a positive identification and check the builder's Serial Number.

@Ramesh - (The unit at Dalmiapuram (Kallakkudi Palanganatham) where Dalmia cement factory is, should be a BHEL-built diesel electric shunter -Bo- with about 260kW, but we do not know the serial number.)
