Yes, it is a LGD WAP-4. I do not know the link between BBS and VSKP. But the VSKP-GNT link is LGD WAP-4.

Very nice! This loco was roaming around in ERS a few days back. I iitially thought it is a KJM WDM2. But note the shape of the whiskers. It maybe a transfer from KJM, but the paint is defenitely by MLY
