IS won't help here...IS helps if your camera shakes, and not if the object is moving. For example, had the locos been stationay and in dim light conditions, then IS would have helped by increasing exposure time and negating the blurr due to probable...

there seems to be some error...this photos would have been blurred had the stutter speed been 1.
