The distant hills form a backdrop to a man crossing the Damodar Bridge with his bicycle. Owing to the paucity of trains or a road bridge, this is a common practice here. I am not sure how safe an option this is. (Pramit Mitra)

it is indeed a ropeway but for carrying items from one plant to another. Mostly coals as Burnpur Steel plant is just beside the river.
