The key word is "if caught". When rule-breakers are in such huge number, which policeman in his right senses would attempt enforcing the rule?

Nobody seems to heed the warning on the rear of the coach. Please do not sit on the roof. If caught, the penalty is Rs. 500 or 3 months imprisonment.
