As GP pointed out, this is not the 'lower panto', but 'close DJ' sign. The sub-station in the background clearly indictaes that this is a neutral zone where power from one SSP is switching over to another.

This is actually an indication to the driver to engage the circuit breaker (DJ) so that electric supply to the traction motors is cut off. Panto need not be lowered.
