YDM-4 #6704 brings in the overnight Kuala Lumpur-Singapore intercity ("antarabandar") "Ekspres Senandung Malam" to Singapore railway station. Notice the small rectangular windows on top of the coach meant for the top berths.

To answer the questions... the length of the rake is about 10 coaches including an EOG... YDM-4s were imported from India and they are seen on KTM (i.e., Malayan Railways) very often... The railway line in Singapore is controlled by KTM and it has nothing to do with Singapore. Even the Singapore railway station is owned by KTM... The MPS is about 100 kmph.
