After a little bit more digging, I found that locos based at Mavli & Samdari belong to the Phulera loco shed of NWR and not SBI of WR.

Locos working on the Mavli - Marwar & Mavli - Bari Sadri section carry no shed markings. While the board says Mavli Loco Shed, I suspect it is only a satellite of the larger operation at Sabarmati.
