Binai, I think that’s the system for the LHB rake toilets. Don’t think these will discharge the compound waste on the tracks but on the contrary get stored till an attendant disposes it upon arrival at a particular station or at the terminal station....

Ranjeet, why would it be a loss for the railways (referring to Ranjeet’s comment on Binai’s theory)? This way when the train is stationary, the platforms/stations will not get polluted/dirty. It’s not the common mass but the gang men, railway staff or railfans who walk on the tracks!
