As of now, it is. But not for long and the diesls are likely to hand over the link to electrics at brc as earlier. This is due to the long distance between each technical/commercial halts

A WDM2# 16645 ready to depart from the NTPC yard at Jayant.
I have seen this livery on BKSC (Bokaro Steel City) WDM-2's. May be this loco is from BKSC.

Diesel under wires. Lots of freight trains from VSKP going towards Talcher or Jharsuguda/Raipur are hauled by mued WDMs / WDGs of VSKP, BNDM and KGP sheds. Perhaps this reflects the shortage of WAG-5s and WAG-7s in the VSKP-KGP section.

Beautiful. The Jumbo reminds me of VSKP WDM-1s, which had a black wavy band similar to the yellow one in the middle.
