What is/are the purpose(s) of megaphones right above the buffers?

Emergency flasher seems to be missing and the head-light also is the old incandescent type rather than twin-beam halogen.Could the coaches have been salvaged from an old Mumbai type EMU? This URL shows another image. Is it the same train? If so,note the CBC at the other end and again the absence of the Flasher light.

It looks rusted, hope it serves for its purpose when emergency occurs!

Note the tender borrowed from a WG or WP steam loco attached to the rear of this consist. Also the elegant lines of what appears to be an ex-steam loco shed in the background.
