Such deration might occur when the loco has failed its high performance turbocharger and has been fitted with a standard WDM 2 turbo while waiting for the special spares to arrive from DLW. Hmmm...One thing that has always mystified me (pardon my poor knowledge) - What are the spring-like things on the side for? Used to see them aplenty a couple of years ago but not seeing them anymore though...
