The turbine part of the turbo charger is connected to the exhaust duct on the top. It should be noted that this turbocharger is driven by the engine at low RPMs via a clutch assembly. The clutch disengages after the turbine spools up to a high enough RPM. This is the main reason why EMD locos don't smoke like WDx-2/3 class locos!
