The text says, roughly, that while still under Soviet control and run by the Administration for Soviet Property in Austria (during the Allied occupation of Austria after World War II), the Wiener Lokomotivfabrik works received its first major order from India to build 140 steam locomotives. It further says that "Indian Government Railways" placed the order in multiple contractual sections as follows:

1955-56: 60 goods locomotives of the 1-D-1 WG class for 1676mm track (broad gauge)

1956: 50 locomotives of the 1-D-1 YG class for 1000mm gauge (meter gauge)

1955-58: 30 express locomotives of the 2-C-1 WP class for 1676mm track (broad gauge)
