I guess Bharath's question is still unanswered... Why is it 19 and 16? It seems like some numerology based speed limits for this sections.

Mostly they are based on British MPH limits.(Shunting inside sheds at 8 kmph = 5 mph for e.g.). 19 kmph ~ 12 mph . Also , is 16 in this board speed or number ("16 sharp curves ahead")?? If it is speed then , 16 kmph = 10 mph !
